On June 18, 2015, organizations working in family planning in South Kivu province of the Democratic Republic of Congo established a Provincial Permanent Technical Multi-sectorial Committee (CTMPP) on Family Planning. The CTMPP is comprised of local government, civil society, and faith-based organization leaders. Following the lead of the National CTMP, it aims to be a strong driver of family planning advocacy in the province. Women in South Kivu have an average of 7.7 children and married women’s use of modern contraceptives is only 8% (DHS 2013-14).
The South Kivu CTMPP was established just days after the launch of the first CTMPP in North Kivu province. Provincial CTMPs are a result of collaborative efforts following two AFP SMART facilitations held at the 3rd National Conference to Reposition Family Planning in the DRC in December 2014. North Kivu and South Kivu expressed their interest in creating their own CTMPPs following an advocacy meeting in March 2015.
A delegation of the National CTMP visited South Kivu in June during which they organized a meeting with family planning stakeholders including political and administrative authorities, and participated in the unanimous election of Catholic Organisation for Relief and Development Aid (Cordaid) as coordinator.
During the visit, Advance Family Planning local partner Tulane International and the National CTMP identified priority activities for next steps. They plan to map family planning actors in the province, conduct an AFP SMART session to identify advocacy goals, and host a workshop to estimate the cost of contraceptive needs for the province.
The South Kivu CTMPP is coordinated by Cordaid, with assistance from Association de Santé Familiale (ASF), the DRC affiliate of Population Services International and the International Rescue Committee. The Ministry of Health’s National Program for Reproductive Health and the Ministry of Gender’s Women and Children Division host the CTMPP’s Secretariat.
In addition to South Kivu, Katanga province also established its provincial CTMP on June 29, 2015 by the First Lady of the province, Mrs. Carine Katumbi with involvement of key family planning stakeholders. The goal of Katanga CTMP is to strengthen the province’s family planning program and create coordination between various stakeholders involved.
La province du Sud Kivu en RDC établit un Comité Technique Multisectoriel Permanent sur la Planification Familiale
Le 18 juin 2015, des organisations travaillant dans le domaine de la planification familiale dans la province du Sud Kivu en République Démocratique du Congo (RDC) ont établi un Comité Technique Multisectoriel Permanent Provincial (CTMPP) sur la Planification Familiale. Le CTMPP est composé du gouvernement local, de la société civile, et de leaders religieux. Suivant le modèle du CTMP national, il a pour vocation d’être un moteur du plaidoyer pour la planification familiale dans la province. Les femmes du Sud Kivu ont 7,7 enfants en moyenne, et l’utilisation contraceptive des femmes mariées est seulement de 8% (EDS 2013-14).
Le CTMPP du Sud Kivu a été établi quelques jours après le lancement du premier CTMPP dans la province du Nord Kivu. Les CTMP provinciaux sont le résultat d’efforts collaboratifs qui ont suivi les deux sessions AFP SMART tenues lors de la 3ème Conférence sur la Planification Familiale en RDC en décembre 2014. Le Nord Kivu et le Sud Kivu ont exprimé leur intérêt de créer leurs propres CTMPP après une réunion de plaidoyer tenue en mars 2015.
Une délégation du CTMP national a rendu visite au Sud Kivu en juin dernier, et a organisé une réunion avec les parties prenantes de la planification familiale, dont les autorités politiques et administratives, puis a participé à l’élection unanime de l’Organisation du Secours Catholique et d’Aide au Développement (Cordaid) en tant que coordinateur.
Pendant cette visite, le partenaire local d’Advance Family Planning, Tulane International, et le CTMP national ont identifié des activités prioritaires et des prochaines étapes. Ils prévoient d’élaborer une cartographie des acteurs de la planification familiale dans la province, mener une session AFP SMART pour identifier des objectifs de plaidoyer, et tenir un atelier d’estimation des coûts des besoins contraceptifs pour la province.
Le CTMPP du Sud Kivu est coordonné par Cordaid, avec l’assistance de l’Association de Santé Familiale (ASF), et l’affilié de Population Services International pour la RDC, le International Rescue Committee, le Programme National pour la Santé de la Reproduction du Ministère de la Santé et la Division pour la Femme et l’Enfant du Ministère du Genre au Secrétariat.
En plus du South Kivu, la province du Katanga a également établi son CTMP provincial le 29 juin 2015, en présence de la Première Dame de la province, Mme Carine Katumbi, avec la participation des parties prenantes clés de la planification familiale. L’objectif du CTMP du Katanga est de renforcer le programme de planification familiale de la province et de créer une coordination entre plusieurs parties prenantes impliquées.
