On June 12, 2015, the Ministry of Health of North Kivu province officially established a Provincial Permanent Technical Multi-sectorial Committee (CTMPP) on Family Planning. The CTMPP is comprised of local government, civil society, and faith-based organization leaders. Following the lead of the National CTMP, it aims to be a strong driver of family planning advocacy. It is coordinated by Care International, and assisted by UNFPA, the Provincial Ministry of Health’s National Program on Reproductive Health, and the Provincial Ministry of Gender’s Service for Women and Children.
Provincial CTMPs such as North Kivu’s are a result of collaborative efforts following two AFP SMART facilitations held at the 3rd National Conference to Reposition Family Planning in the DRC in December 2014. The facilitations were organized for participants from all 11 provinces: all of the provincial Ministries of Health, Ministries of Plan, and Inspecting Doctors and Coordinating Doctors of the Provincial Reproductive Health Programs. The participants of each province unanimously decided to implement functional CTMPPs in their respective provinces by June 2015.
In March 2015, after participating in the National CTMP meeting, Care International expressed interest in establishing and funding the CTMPP in North Kivu. Women in the province have an average of 6.5 children and married women’s use of modern contraceptives is 12% (DHS 2013-14). In May 2015, Care International funded an initial advocacy meeting with partners to raise awareness on the importance of establishing a CTMPP in North Kivu province.
With financial support from Advance Family Planning (AFP) local partner Tulane International, the North Kivu Ministry of Health established the CTMPP’s office in the province on June 12, 2015. Both the President of the National CTMP (AFP partner Arsène Binanga) and the Director of the national Ministry of Health’s National Program on Reproductive Health attended. The facilitators of this local office were appointed by consensus. The national Ministry of Health committed to do everything in its power to contribute towards the repositioning of family planning in the North Kivu Province.
The North Kivu CTMPP organized an AFP SMART session from July 28-31, during which the members developed key advocacy objectives for repositioning family planning and quantified the need for contraceptives in a follow-up workshop. The objectives are as below:
1. Ensure that health partners expand their health coverage, beginning June 2016;
2. Ensure that the provincial executive branch includes a budget allocation for the purchase of contraceptives in its provincial plan, beginning March 2016;
3. By March 2016, lead the Governor to declare a commitment to prioritize family planning in the province of North Kivu.
Tulane International will work closely with the CTMPP through Care International and Ministry of Health North Kivu to advocate for improving family planning and achieving the set objectives.

Le Ministre de la santé du Nord Kivu en RDC lance son groupe de travail de planification familiale au niveau provincial (CTMPP)
Le 12 juin 2015 2015, le Ministère de la santé de la province du Nord Kivu a officiellement établi son Comité Technique Multisectoriel Permanent Provincial (CTMPP) sur la planification familiale. Le CTMPP est composé du gouvernement local, de la société civile et des leaders d’organisations confessionnelles. Basé sur le modèle du CTMP national, le CTMP provincial doit être un moteur clé du plaidoyer pour la planification familiale. Il est coordonné par Care International et assisté par l’UNFPA, le Programme National de Santé de la Reproduction (PNSR) du Ministère de la santé provincial et le Service pour les femmes et les enfants du Ministère du genre au niveau provincial.
Les CTMP provinciaux tels que celui du Nord Kivu sont le résultat d’efforts collaboratifs ayant suivi les deux sessions AFP SMART organisées lors de la 3ème Conférence Nationale pour Repositionner la Planification Familiale en RDC en décembre 2014. Ces sessions avaient été organisées pour les participants de 11 provinces : tous les ministres de la santé, ministres du plan, docteurs inspecteurs et docteurs coordinateurs du PNSR des provinces. Les participants de chaque province avaient alors décidé à l’unanimité de d’établir un CTMPP fonctionnel dans leurs provinces respectives d’ici juin 2015.
En mars 2015, après avoir participé à la réunion du CTMP national, Care International a exprimé son intérêt pour établir et financer le CTMPP au Nord Kivu. L’indice de fécondité de la province est de 6,5 enfants par femme en moyenne et l’utilisation contraceptive moderne des femmes mariées est de 12% (EDS 2013-14). En mai 2015, Care International a financé des réunions de plaidoyer avec les partenaires pour les sensibiliser sur l’importance d’établir un CTMPP dans la province du Nord Kivu.
Avec le soutien financier du partenaire local d’Advance Family Planning (AFP), Tulane International, le Ministère de la santé du Nord Kivu a ouvert son CTMPP le 12 juin 2015. Le président du CTMP national (Arsène Binanga, partenaire d’AFP) et le Directeur du PNSR national ont participé à l’événement. Les membres du CTMPP du Nord Kivu ont été nommés par consensus. Le Ministère de la santé national s’est engagé à faire tout en son pouvoir pour contribuer au repositionnement de la planification familiale dans la province du Nord Kivu.
Le CTMPP du Nord Kivu a organisé une session AFP SMART du 28 au 31 juillet, pendant laquelle les membres du comité ont défini des objectifs de plaidoyer clés pour repositionner la planification familiale et quantifier les besoins de contraceptifs dans un atelier de suivi. Les objectifs de plaidoyer du CTMPP sont les suivants :
1. S’assurer que les partenaires de la santé étendent leur couverture sanitaire, dès juin 2016 ;
2. S’assurer que le pouvoir exécutif de la province inclut une allocation budgétaire pour l’achat de contraceptifs dans son plan provincial, dès mars 2016 ;
3. D’ici mars 2016, amener le Gouverneur à déclarer son engagement pour faire de la planification familiale une priorité dans la province de Nord Kivu.
Tulane International travaillera en étroite collaboration avec le CTMPP à travers Care International et le Ministère de la santé de Nord Kivu pour plaider l’amélioration de la planification familiale et remplir les objectifs fixés.
